CPCNH Appoints New Finance and Power Operations Directors

The Community Power Coalition of New Hampshire (CPCNH) has appointed Rachida Mahrouda as Director of Finance and Bill Bullock as Director of Power Operations. Mahrouda joined CPCNH in June, followed by Bullock in August.

Rachida Mahrouda

As Director of Finance, Mahrouda leads CPCNH’s financial strategy, treasury and liquidity management, accounting oversight, and budgeting. She works closely with the Board Treasurer and Finance Committee to support sound financial governance and transparency.


Mahrouda has nearly two decades of experience in public-sector and municipal finance. Her areas of expertise include capital planning, revenue bond financing, rating agency relations, forecasting, and audit coordination. Her background spans large utility and infrastructure organizations, including work within the ISO New England wholesale electricity markets.


Bill Bullock, Director of Power Operations


As Director of Power Operations, Bullock leads CPCNH’s wholesale power operations, including portfolio management, risk strategy, hedging, transactions, load and price forecasting, and rate development. He also oversees the data, analytics, and external market functions supporting CPCNH’s power-supply operations.


Bullock has more than 25 years of experience in power supply, generation, energy efficiency, energy storage, and energy infrastructure development. His experience includes managing energy portfolios and major capital programs for public and investor-owned utilities, including responsibility for a $1.2 billion, 450-megawatt generation portfolio and the development of 14 battery-storage projects for municipal utilities.


Bullock holds a Bachelor of Science in Mechanical Engineering from Worcester Polytechnic Institute, a Master of Engineering from the Illinois Institute of Technology, and a Master of Business Administration from Columbia Business School.
