The day featured strategic planning updates, approval of a new solar power purchase agreement, and the formation of a standing Projects and Programs Committee. With broad participation both in-person and online, the event marked continued progress toward CPCNH’s mission of building a more affordable, resilient, and locally controlled energy future for New Hampshire. View All Office Hours on YouTube Coalition Member Candidates Event (March 2021) As a follow-up to the Community Power Summit, over 70 local representatives of municipalities in various stages of exploring Community Power attended the Coalition's "Member Candidates" event on March 18, 2020. Members of the Organizing Group provided an update regarding the formation process of the agency and discussed key sections of the Coalition Joint Powers Agreement. Event materials are available for download here . Community Power Summit (June 2020) On June 5, 2020, the Organizing Group brought together 86 attendees from over 30 cities, towns and counties across New Hampshire representing ~25% of New Hampshire's default electricity load for an interactive discussion on Community Power and the Coalition "joint powers agency" model under development. The event featured a keynote presentation by Girish Balachandran, CEO of Silicon Valley Clean Energy . Follow CPCNH’s step-by-step guide to register your renewable energy system for REC eligibility and begin generating Renewable Energy Certificates in New Hampshire. New REC Registrations If you have never registered your system with the New Hampshire Department of Energy (NH DOE) to generate RECs, you must follow the 6-step process detailed below. Note: Registering your system to generate and sell RECs is a multi-step process. There are state and regional regulatory requirements that must be met. Even when everything goes smoothly, the process can still take a while. We have tried to make this process as easy as possible for you by (A) laying out these instructions, (B) making all required forms fillable and pre-filling the portions that we can, and (C) handling those steps in the process that we are able to take care of ourselves (e.g., registering your system with NEPOOL GIS). Even so, this process will require some work and attention to detail on your end. Before launching in, please review all steps listed below to make sure that you understand everything required . Step 1: Review, Fill Out, and Submit REC Sale and Purchase Agreement Review CPCNH's Renewable Energy Certificate (REC) Sale and Purchase Agreement and the current REC purchase price for the applicable REC class as posted on https://www.communitypowernh.gov/rec . Sign and print your name and fill in the date on page 5 of the Renewable Energy Certificate (REC) Sale and Purchase Agreement (linked to above) Fill in all "Seller info" and "Facility info" in the Appendix (i.e., page 6). If needed, your installer should be able to help with the “Facility info” portion of the Appendix. Once you have finished, submit an electronic copy of the signed Agreement by uploading it here . CPCNH will retain the submitted Agreement with your signature until all other steps in this list have been completed, at which time CPCNH will fill in the remaining items in the Appendix (based on other information that you will have provided along the way), countersign the Agreement, and email you an electronic copy signed by both parties for your records. Step 2: Review, Fill Out, and Upload the REC Eligibility Application Review and fill out the NH DOE’s REC Eligibility Application that applies to your situation: If your system is 100 kW-AC or less, use our application below . If your system is over 100 kW-AC, use this application. To register a thermal facility to generate NH Class I Thermal RECs, contact the NH DOE at recapplicationgroup@energy.nh.gov to request the correct application. Upload a completed copy of the applicable REC Eligibility Application , along with the additional information that it requires (e.g., a copy of your interconnection agreement, including a certificate of completion). CPCNH will review your form and send it back to you if it is not complete, or if something looks amiss. CPCNH has pre-filled as much of this information as we can; you are responsible for providing the remaining information and affirming the various attestations. If you need help with this task, ask the contractor who installed your system, as they should have all this information handy. If you are working with an Independent Monitor**, they may be able to help you answer the various check boxes. Until you fill out this form and submit it to CPCNH for review, we have very little information about your system; as such, we are not able to help with this task. **NH DOE maintains a list of approved Independent Monitors . If your system’s inverters/meters meet the NEPOOL GIS requirements for meter accuracy and reporting capabilities, you can forego hiring an Independent Monitor. For example, SolarEdge has a number of products that meet this threshold; other manufacturers may as well. Talk to your installer early in the process to see whether they can provide the necessary approved equipment. application Step 3: CPCNH Registers Your System with NEPOOL GIS & Obtains “GIS Facility Code” Once CPCNH is satisfied that your REC Eligibility Application form is complete, we will use the information supplied on that form to register your system within the New England Power Pool’s Generation Information System (NEPOOL GIS) . NEPOOL GIS is New England’s official REC registry and is where the RECs generated by your system will be created. Registering your system with NEPOOL GIS will result in the creation of the “GIS Facility Code” that is requested on the NH DOE application. CPCNH will add this GIS Facility Code to your NH DOE application and then send the application back to you to submit to the NH DOE (see next step). Note that your NEPOOL GIS facility status will be listed as “Pending” until the NH DOE approves your application and notifies NEPOOL GIS that it has certified your system as eligible to generate RECs. Step 4: Email Completed Application to NH DOE Once you have received the NH DOE’s REC Eligibility Application back from CPCNH with the GIS Facility Code filled in, you must email the completed form to NH DOE at recapplicationgroup@energy.nh.gov . For the email subject line, we suggest “REC Eligibility Application attached.” For the body of the email, we suggest “Attached, please find a completed REC Eligibility Application for my PV system. I own this system and grant CPCNH permission to aggregate the RECs generated by this system.” Include your contact info as well. After submitting the completed form via email, please monitor your email for potential responses from NH DOE, in case they have any questions on your application. Step 5: Receive NH DOE Approval and Countersigned Agreement from CPCNH Once NH DOE approves your REC Eligibility Application and issues a certificate of eligibility for your facility, CPCNH will (A) fill in the remaining items in the Appendix of the Renewable Energy Certificate (REC) Sale and Purchase Agreement that you signed back in Step 1, (B) countersign that same Agreement, and (C) email you an electronic copy of the Agreement containing both signatures for your records. Step 6: NEPOOL GIS Process Certification – REC Generation Begins! The final step involves NH DOE informing NEPOOL GIS that they have certified your facility. Depending on the certification date, this step could take a few weeks as NH DOE informs NEPOOL GIS of new certifications only once a month. Once NEPOOL GIS receives this news, it will switch your account status from “Pending” to “Approved,” at which point your system will be ready to generate RECs!

Step 3: Cancel Your Current Aggregator Contract Cancel your contract with your current aggregator, ideally abiding by their terms and conditions (to avoid any early termination fees), and ask them to transfer your "generator" to the Community Power Coalition of New Hampshire (CPCNH) account within NEPOOL GIS. Your current aggregator should know how to make this transfer (if they don’t, email us for instructions). CPCNH will receive notification once the transfer has been made, at which point your generator will become part of CPCNH’s aggregation. Note that only your generator (i.e., PV system) will transfer to CPCNH; any RECs that have already been created by your PV system but not yet paid for by your current aggregator will not transfer (but presumably your current aggregator will pay you for all RECs created up to the date of termination — check your contract with them). Step 4: Notify NH DOE After the switch is complete in NEPOOL GIS, notify NH DOE that your RECs are now being aggregated by CPCNH rather than by your current aggregator. This requires an email from you addressed to "recapplicationgroup@energy.nh.gov " alerting DOE that you are switching aggregators and henceforth will allow CPCNH to aggregate your RECs. Include sufficient information in your email to allow NH DOE to identify your system(s) in their records — e.g., your name, the facility name (if different), and ideally also your NEPOOL GIS facility code(s), which likely starts with “NON”.

Already registered to generate RECs in New Hampshire but not selling them? Learn how to start selling your RECs through the Community Power Coalition of NH. Registered, but not Currently Selling If you have previously registered your system with the NH DOE to generate RECs but are not currently selling RECs, follow the steps described below. Step 1: Review, Fill Out, and Submit REC Sale and Purchase Agreement Review CPCNH's Renewable Energy Certificate (REC) Sale and Purchase Agreement and the current REC purchase price for the applicable REC class as posted on https://www.communitypowernh.gov/rec . Sign and print your name and fill in the date on page 5 of the Renewable Energy Certificate (REC) Sale and Purchase Agreement (linked to above) Fill in all "Seller info" and "Facility info" in the Appendix (i.e., page 6). If needed, your installer should be able to help with the “Facility info” portion of the Appendix. Once you have finished, submit an electronic copy of the signed Agreement by uploading it here . CPCNH will retain the submitted Agreement with your signature until all other steps in this list have been completed, at which time CPCNH will fill in the remaining items in the Appendix (based on other information that you will have provided along the way), countersign the Agreement, and email you an electronic copy signed by both parties for your records. Step 2: Notify NEPOOL GIS of Transfer of Facility/Generator to CPCNH Aggregation If you fall into this scenario, this implies that you already have an account set up in NEPOOL GIS where your “facility” or “generator” currently resides. You will need to transfer your facility/generator to CPCNH’s aggregation. To do this, email the GIS Administrator (gis@apx.com ) to notify them of the transfer. Suggested email subject line: "notification of transfer of my generator to CPCNH's account." Suggested email body: "I am writing to advise you that I have agreed to allow the Community Power Coalition of New Hampshire (CPCNH) to aggregate RECs from my facility (INSERT YOUR GIS FACILITY CODE HERE—it likely starts with “NON”). As such, I will be transferring my generator (INSERT YOUR GIS FACILITY CODE) to CPCNH's account and am writing to notify you in advance of that transfer per GIS Operating Rule 2.6(b) and/or (c). Please let me know if you have any concerns or questions." Step 3: Login to NEPOOL GIS to Make Transfer Log into your NEPOOL GIS account to make the transfer. Once inside your account, you should see "Transfer" as one of the menu items across the top of the screen. If you click on "Transfer" and select "GIS Generators" it should bring up a list of your generators/facilities and their Unit IDs (aka GIS Facility Codes). Select the generator that you want to transfer (by clicking the box on the left side of the table), and then at the top of that box in the dropdown menu titled "Transfer to", select "Community Power Coalition of New Hampshire." Next, click the box at the bottom, which attests that you have emailed the GIS Administrator about this transfer in advance of executing the transfer. Finally, click the "Transfer Ownership" box at the bottom right of the screen. Once you have completed this step, CPCNH will receive an email notifying us that your facility/generator has been transferred to our account. Step 4: Notify NHDOE of Your Transfer to CPCNH Aggregation The final step is to notify NH DOE that your generator/facility is now part of CPCNH’s aggregation. Suggested email title: "notifying you that [INSERT YOUR GIS FACILITY CODE] is now part of CPCNH's REC aggregation." Suggested email body: "I am writing to advise you that I have agreed to allow the Community Power Coalition of New Hampshire (CPCNH) to aggregate RECs from my facility (INSERT GIS FACILITY CODE) . As such, I have transferred my generator (INSERT GIS FACILITY CODE) to CPCNH's account in NEPOOL GIS and am writing to let you know of this change so that you can adjust your records. Please let me know if you have any concerns or questions."
