Meet the leadership team of the Community Power Coalition of New Hampshire. Our staff brings deep experience in energy, policy, and public service. Meet the CPCNH Team CPCNH’s staff brings deep expertise in energy policy, public power, and community engagement. Together, they work to support member municipalities and deliver on the Coalition’s mission of advancing innovative, affordable, and locally controlled energy solutions across New Hampshire. CPCNH also occasionally employees fellows with the UNH Sustainability Institute's Fellowship program. You can read about current and previous fellows below . Dennis Henry Herndon Executive Director Henry is responsible for overall organizational management of staff and vendors, ensuring alignment across all departments. He serves as CPCNH's primary point of contact for staff, vendors, and third parties while overseeing program implementation and public affairs. Henry played a key leadership role in the founding, launch, and scaling of the Coalition's operations, services, and staff team. Jackson Kaspari Director of Member Services Jackson Kaspari is the Director of CPCNH's Member Services department. As the Director of Member Services, he serves as the primary point of contact and trusted expert advisor ensuring the successful development and launch of Member Community Power programs. He ensures that Member inquiries, request and needs are satisfied. Jackson manages and oversees internal staff and contracted service providers in the areas of member services, customer service, key accounts and public affairs. He engages in education to advocate for and strengthen New Hampshire’s energy market and has a passion for helping NH communities meet their goals. Jackson holds a PhD in Chemistry and B.S. in Chemical Engineering, both from the University of New Hampshire. Deana Dennis Director of Regulatory & Legislative Affairs Deana Dennis is Director of Regulatory & Legislative Affairs for CPCNH. She is responsible for leading the Coalition's policy advocacy and engagement with the state legislature, executive branch, and regulatory agencies including the Public Utilities Commission and NH Department of Energy. Deana's career in energy policy spans more than fifteen years in Washington, D.C. and she has worked for leading trade associations and non-profit organizations leading advocacy campaigns in support of various climate, clean energy and clean transportation policy initiatives at the federal and state levels. Deana is a member of the New England Women in Energy & Environment (NEWIEE) and Women in Electric Vehicles (WEV), both professional organizations dedicated to empowering women in the energy and EV sectors. She earned a bachelor's degree in government from St. Lawrence University and participated in the Washington Semester at American University. In her spare time, Deana enjoys hiking throughout New England with her dog, Luna. Mark Bolinger Director of Projects & Programs Mark joined CPCNH in May 2024, after more than 20 years of service at the Lawrence Berkeley National Laboratory. As a Research Scientist at LBNL, Mark led and conducted research on renewable energy technologies, markets, and policies across the United States and provided technical assistance to a wide array of policymakers and industry stakeholders. Mark's contributions to the field have earned him numerous awards, including the Annual Achievement Award from the Energy Systems Integration Group in 2012 and the Outstanding Partner Award from Wind Powering America in 2009. Mark's work has had a significant impact on advancing renewable energy markets and policies across the United States, and he looks forward to turning his focus closer to home in New Hampshire. Mark earned his B.A. in History from Dartmouth College in 1991, graduating cum laude, and completed an interdisciplinary M.A. in Energy and Resources from the University of California at Berkeley in 2001. Bobbi-Jo Michael Director of Administration Bobbi-Jo manages the smooth operation of CPCNH by providing administrative support to staff and the Board of Directors. She serves as the primary staff support for CPCNH's Governance & Audit Committees and Board & Member meetings. Key areas of her role include Communication and Collaboration, Accounting and Financial Support, Scheduling and Coordination, Benefits Administration, Data Entry and Reporting, and Training and Development. Bobbi-Jo comes to CPCNH as the former Director of Governance & Administration at the National Education Association in New Hampshire (NEA-NH) for eight years. She served at the right hand of the Association President as well as the Executive Director and was solely responsible for administering human resources for their staff. Scott May Senior Energy Analyst Scott May, PhD, is a dynamic professional skilled in software engineering, data science, and algorithm development. With a PhD in Engineering from Caltech and a background in Engineering from Johns Hopkins, he blends technical experience with innovative thinking. During his tenure at Valence, Scott led the development of networking products for internet intelligence and security. At DeepMarco and Oracle, he excelled in data analysis and product development, contributing significantly to macroeconomic insights and real-time internet routing solutions. Scott's entrepreneurial spirit led him to create a poolside hear rate monitor prototype, showcasing his innovation beyond traditional roles. With senior positions at Erigo Technologies, Creare, and Toyon Research Corporation, Scott has a proven track record in advanced sensor systems and algorithm development. Scott's blend of academic rigor, entrepreneurial flair, and industry experience makes him a sought-after leader in technology and innovation. Andrew Hatch Community Energy Advisor Andrew Hatch serves as the Community Energy Advisor at CPCNH, where he supports the ongoing operation of Community Power Aggregations and the delivery of Member services. In this role, he engages directly with Members and key account customers, conducting outreach to local energy committees, government staff, and Board Directors to assess community needs and interests. Andrew provides ongoing advisory support to help communities strengthen their programs, develop local energy plans, and implement new initiatives. His work also includes project management, data tracking, and systems support to streamline internal operations and enhance service delivery across departments. Andrew brings experience in energy efficiency, operations, and civic leadership, including prior work with NHSaves and a biofuels startup. He has chaired his town’s energy committee, served on zoning and planning boards, and led local weatherization programs. A long-time resident of Washington, NH, Andrew enjoys hiking the Monadnock-Sunapee Greenway, paddling on Millen Lake, and staying engaged in regional planning efforts. His work is guided by a commitment to local decision-making and a belief in the power of communities to shape their own energy future. Nick Gosling Communications Manager Nick Gosling brings over eight years of experience in strategic communications, digital marketing, and public engagement. Before joining CPCNH, he held communications roles at the University of New Hampshire and Mt. Hood Community College, where he led content strategy, media relations, social media, and marketing efforts. His background in journalism, including reporting on government and environmental issues, has shaped his ability to translate complex topics into accessible and engaging messaging. Throughout his career, Nick has worked across multiple sectors, from higher education to public policy, helping organizations develop outreach strategies that enhance visibility and engagement. He has extensive experience in digital content creation, inbound marketing, and audience development, with a focus on using data-driven insights to inform communication strategies. Nick holds a Master of Science in Corporate and Organizational Communication from Northeastern University and a Bachelor of Arts in Journalism from the University of New Hampshire. Laura Van Sant Clerk & Administrative Assistant Laura Van Sant joined CPCNH in November 2025 as Clerk & Administrative Assistant. In this role, she supports CPCNH’s Board of Directors and Committees by coordinating meetings, maintaining public records, and ensuring compliance with New Hampshire’s Right to Know Law. She also assists staff across departments by managing logistics, documentation, and day-to-day administrative needs. Laura brings decades of experience in administrative and legal support roles across education, law, and nonprofit sectors. She spent nearly 12 years as a Paralegal and Legal Assistant in East Kingston, NH, before working in school district operations and human resources in the Lakes Region. Most recently, she served as Executive Assistant and Board Clerk at GREEN Charter Schools in South Carolina, where she supported the Executive Director and managed all board-related functions. A longtime New Hampshire resident and proud mother of three, Laura is happy to be back in the Lakes Region. Fellows About the UNH Sustainability Institute's Fellowship Program The UNH Sustainability Fellowship pairs UNH undergraduate students, recent graduates, and graduate students with municipal, educational, corporate, and nonprofit partners to complete high-impact sustainability projects. Each summer, Fellows work with host organizations on focused projects that deliver tangible results while building professional experience, expanding networks, and supporting the next generation of sustainability leaders. Brooke Rafter UNH Sustainability Institute Fellow (2026) Brooke Rafter serves as CPCNH’s 2026 Summer Sustainability Fellow through the University of New Hampshire Sustainability Institute. Brooke is a UNH graduate who earned a Bachelor of Science in Business Administration with a marketing option and dual major in Sustainability, graduating summa cum laude in May 2025. At CPCNH, Brooke is supporting the development of a comprehensive digital communications framework to strengthen CPCNH’s visibility, member engagement, and public education efforts across New Hampshire. Her work focuses on social media strategy, platform-specific messaging, content planning, and video-forward storytelling that highlights CPCNH member communities. On hot summer days, demand can rise quickly as people across New England use more electricity at the same time, especially for air conditioning. These high-demand periods are often called peak events. During peak events, wholesale electricity prices can rise significantly, and reducing electricity use can help ease strain on the regional grid. PEAK SHAVE alerts are designed to let participants know when CPCNH expects a potential peak demand event. When you receive an alert, you can choose whether and how to reduce electricity use during the event window. PEAK SHAVE is voluntary. There is no required action, no penalty for not responding, and no direct compensation for participation. The goal is to make it easier for people to take simple, voluntary actions that may help reduce electricity costs and support the New England electric grid. What to Expect After signing up, you will receive PEAK SHAVE alerts when a potential peak demand event is expected. PEAK SHAVE alerts will generally be limited to potential peak events that occur: Between June 1 and September 30 On weekdays, excluding holidays Between noon and 8 PM For a limited number of events each summer season CPCNH expects to issue no more than 16 PEAK SHAVE alerts per summer season. Alerts will be sent on the day of a potential peak event, typically an hour or two before the event is expected to begin. When possible, CPCNH may also send an alert by 8 PM the night before a potential event so participants have more time to plan. Ways to Shave the Peak When demand is projected to be unusually high, CPCNH may ask participants to voluntarily reduce electricity use for a few hours. Small actions can help, especially when many people participate at the same time. Here are a number of ways to shave the peak at home or at work: Turn your air conditioning thermostat up a few degrees until the peak has passed. Draw shades or blinds to help block sunlight and reduce indoor heat. Unplug your electric vehicle during the peak event. Run the dishwasher before or after the peak event. Do laundry early in the day or later at night. Hang clothes outside to dry when weather allows. Limit use of large appliances during the event window. If you have a home battery, consider discharging it during the peak event, unless your utility or another program already manages it remotely. Take a break from electronic devices and head outside. Have a cookout instead of using heat-producing kitchen appliances. Participation is flexible. You can choose the actions that work best for your household, workplace, or organization. Why Shaving Peaks Matters Peak demand events can affect electricity costs across the region. When demand rises sharply, the electric grid typically relies on more expensive resources to meet the need for power. Reducing electricity use during these periods can help lower wholesale power prices when the system is under the most pressure. Shaving peaks can help: Shift electricity use away from high-cost hours. Lower the need to ramp up expensive (and often less-efficient and dirtier) peak-period generators. Reduce strain on the regional grid. Support future rate stability for customers. Familiarize communities with the idea of managing their electricity demand. Pave the way for more advanced demand response opportunities in the future. Your ability to directly capture specific benefits may vary depending on your electricity rate, meter type, usage patterns, and whether your utility or supplier can directly measure your usage during peak periods. CPCNH’s current program is focused on education, voluntary participation, and shared system benefits rather than individual performance payments. The program is intended to be simple, flexible, and low-cost to operate while helping participants better understand when some hours of electricity use are especially expensive. CPCNH will send an alert on the day of a potential peak event, typically an hour or two before it starts. When possible, CPCNH may also send an alert by 8 PM the night before a potential event so participants have more time to plan. How many alerts will I receive? CPCNH expects to issue no more than 16 PEAK SHAVE alerts per summer season. Alerts will only be sent when CPCNH identifies a potential peak demand event or some other abnormal system condition. The program is intended to be limited and targeted, not a frequent notification list. How will I receive alerts? Participants can receive PEAK SHAVE alerts by email. Optional text messages are also available and strongly encouraged so participants can receive timely reminders close to the start of a potential event. You can provide your mobile number when signing up if you want to receive text alerts. What should I do when I receive an alert? When you receive a PEAK SHAVE alert, consider reducing electricity use during the event window. You can choose the actions that work best for your home, workplace, or organization. Common options include adjusting your thermostat, delaying use of large appliances, unplugging an electric vehicle, reducing electronics use, or shifting electricity use to earlier or later in the day. Is participation required? No. Participation is entirely voluntary. PEAK SHAVE alerts are informational reminders that give you the opportunity to reduce electricity use during potential peak demand events. You choose whether and how to respond to each alert. There is no penalty for not reducing electricity use during an event. Will I be paid to participate? No. PEAK SHAVE does not currently provide direct compensation to individual participants. The program is designed to be simple, voluntary, and low-cost to operate. It is focused on helping people understand peak demand events and giving them an opportunity to reduce electricity use when it may be most valuable. Why doesn't CPCNH pay participants directly? Directly compensating individual customers for demand reduction requires the ability to measure how much each participant reduced demand during a specific event. This is difficult to accomplish without hourly meter data and a market structure that enables individuals or their electricity suppliers to directly capture the benefits that they themselves created by shaving peaks. Because electricity bills for many customers in New Hampshire are still settled using assumed hourly load profiles rather than actual hourly usage, CPCNH cannot yet reliably measure the demand response of PEAK SHAVE alert recipients.. This is why PEAK SHAVE is currently structured as a voluntary alert program rather than as a more formal “pay for performance” demand response program. How can shaving peaks help reduce costs? Reducing demand during a PEAK SHAVE event can lower your total electricity consumption for the month, which—all else equal—should reduce your monthly bill. When many people shave their electricity usage during the same high-demand period, the combined impact can significantly lower demand on the electric system. This may help relieve pressure on the regional grid, avoid some high-cost electricity purchases, and support future rate stability. The extent to which you can directly benefit will vary depending on your electricity rate, meter type, and whether your utility or supplier can directly measure your usage during peak periods. Why does my meter type matter? Some meters record electricity use in hourly or shorter intervals. These are often called interval meters. Having interval meter data makes it easier to measure when electricity was used and whether usage changed during a specific peak event. Without interval meter data, a customer’s hourly usage is typically estimated and settled using assumed average hourly load profiles. This makes it harder to measure individual demand reductions during a specific event, even when a customer takes action. Can renters, businesses, and organizations participate? Yes. PEAK SHAVE is open to renters, homeowners, businesses, municipalities, nonprofits, community organizations, and other electricity users. Renters can participate by taking actions within their control, such as adjusting thermostat settings, delaying appliance use, reducing electronics use, or shifting electricity use outside of the event window. Businesses and organizations may be able to participate by adjusting cooling settings, shifting equipment use, delaying EV charging, or reducing non-essential electricity use during event windows. Will CPCNH control my thermostat, appliances, or devices? No. PEAK SHAVE is an alert program only. CPCNH will notify participants when a potential peak demand event is expected, but participants remain fully in control of whether and how they respond. PEAK SHAVE does not give CPCNH control over your thermostat, appliances, electric vehicle, battery, or any other device. Any action you take is voluntary and controlled by you. Can I opt out or ask questions? Yes. You can opt out of PEAK SHAVE alerts at any time. No. PEAK SHAVE complements, rather than competing with or replacing, other demand response programs. PEAK SHAVE alerts are purely informational, and PEAK SHAVE participants are free to sign up with more transactional demand response or energy efficiency programs offered by their local distribution utilities. Members of the Organizing Group provided an update regarding the formation process of the agency and discussed key sections of the Coalition Joint Powers Agreement. Community Power Summit (June 2020) On June 5, 2020, the Organizing Group brought together 86 attendees from over 30 cities, towns and counties across New Hampshire representing ~25% of New Hampshire's default electricity load for an interactive discussion on Community Power and the Coalition "joint powers agency" model under development.
